B: ELIGIBILITY FOR AVAILING THE SCHEME/PROGRAMME OF THE TRIBAL AFFAIRS & HILLS DEPARTMENT, MANIPUR

 

I.          Family Oriented Schemes/ Programmes:

 

1.         Water storage Tanks:

 

Scheduled Tribe people living below the poverty line and facing scarcity of water for domestic use may apply for availing Water storage tank from the Tribal Affairs & Hills Department, Manipur for Rain water harvesting and domestic storage of potable water. Each selected beneficiary will be granted with a Water storage Tank of 500 lts. capacity.

 

2.         Sewing machine:

 

Scheduled Tribe people living below the poverty line and having the aptitude for taking Tailoring as an income generating activity for livelihood may apply for availing the scheme. Each selected beneficiary will be granted with a Sewing machine.

 

3.         Rural shelter (Housing Scheme):

 

Scheduled Tribe people living below the poverty line and unable to provide roofing materials for their dwelling houses may apply for availing of C.G.I. sheet under the scheme. Each selected beneficiary will be granted with 6 (six) bundles of C.G.I. sheets.

 

4.         Setting up of Nurseries of fruits, vegetables & flowers:

 

Scheduled Tribe people living below the poverty line and having land facility for setting up of Nursery may apply for availing the scheme. Each selected beneficiary will be provided with a cash grant of Rs. 45,000/-.

 

5.         Promotion of backyard Poultry;

 

Scheduled Tribe people living below the poverty line and having aptitude for rearing of poultry as supplementary means for maintaining livelihood may apply for availing the scheme. Each selected beneficiary will be provided with a cash grant of Rs. 54,000/-.

 

 

 

6.         Promotion of Pig rearing:

 

Scheduled Tribe people living below the poverty line and having aptitude for rearing of Pig as supplementary means for maintaining livelihood may apply for availing the scheme. Each selected beneficiary will be provided with a cash grant of Rs. 50,000/-.

 

7.         Promotion/ development of Small scale industries/ handicrafts / handloom / carpentry/Bee Keeping/ Cane & Bamboo crafts:

 

Scheduled Tribe people living below the poverty line and having aptitude for taking up any trade like Handloom/ handicrafts/ Carpentry/ Bee-Keeping/ Cane & Bamboo crafts as supplementary means for livelihood may apply for availing the scheme. Each selected beneficiary will be provided with a cash grant of Rs. 46,000/- (Bee-Keeping during 2019-20).

 

8.         Promotion of Mithun rearing:

 

Scheduled Tribe people living in Chandel, Senapati, Ukhrul and Tamenglong Districts of Manipur who are below the poverty line and having aptitude of rearing of Mithun as supplementary means for maintaining livelihood may apply for availing the scheme. . Each selected beneficiary will be provided with a cash grant of Rs. 72,000/-.

 

9.         Horticulture farming through Maram PVTG beneficiaries:

 

Scheduled Tribe people belonging to Maram Particularly Vulnerable Tribal Group who are living below the poverty line and having land facility for taking up Horticulture farming as supplementary means for maintaining livelihood may apply for availing the scheme. Each selected beneficiary will be provided with a cash grant of Rs. 50,000/-.

 

10.      Rearing of Cattle/ Piglets through Maram PVTG beneficiaries:

 

People belonging to Maram Particularly Vulnerable Tribal Group who are living below the poverty line and having aptitude for taking up rearing of Cattle/ Piglets as supplementary means for livelihood may apply for availing the scheme. Each selected beneficiary will be provided with a cash grant of Rs. 50,000/-.

 

 

11.      Assistance for Housing for Maram PVTG families:

 

People belonging to Maram Particularly Vulnerable Tribal Group who are living below the poverty line and unable to construct their dwelling house may apply for availing the scheme. Each selected beneficiary will be provided with a cash grant of Rs. 1,00,000/-.

 

 

Note:   Below Poverty line- A family whose annual income is less than Rs. 58,320/- in Rural areas and Rs. 84,420/- in Urban areas (Source: Report of the Expert Group to Review the methodology for measurement of Poverty of the Planning Commission, Government of India (June, 2014). 

 

II:        Welfare Schemes/ Programmes:

 

1.         Financial Assistance for Medical treatment.

 

Scheduled Tribe patients living below the poverty line and unable to bear the cost of medical treatment may apply for availing the scheme from the Tribal Affairs & Hills Department, Manipur. Financial assistance is granted on the recommendation of the Medical Board constituted under the scheme. The amount to be sanctioned depends on category of disease, as fixed by the Work Advisory Board. The procedure for applying under the scheme is incorporated in the prescribed Application Form.

 

2.         Material aids to Physically challenged tribals:

 

Differently abled Scheduled Tribe persons living below the poverty line and unable to bear the cost of required appliances may apply for availing the scheme from the Department. Appliances such as Wheel Chair, Hearing aid, Crutches etc. is provided on the recommendation of the Screening Committee constituted under the scheme.

 

3.         Conducting of Health awareness camps.

 

Health awareness camps in the remote Scheduled tribe inhabited areas are conducted as and when required. Number of such camps is restricted according to the availability of fund under the scheme. Such camps are conducted departmentally by the Doctor of TA & H Department and ADC concerned. Some NGO, SHG and youth clubs may also conduct the health camps on certain special cases.

 

 

4.         Procurement & distribution of medicines:

 

Medicines are procured for distribution during the conduct of Health awareness camps and during the outbreak of epidemics in the hills as and when required.

 

5.         Running of 4 (four) Health Centres one each at Thingpuikol in Churachandpur, Chamu in Ukhrul, Impa in Tamenglong and at Kangjang in Senapati District.:

 

                4 (four) Health centres one each at Thingpuikol in Churachandpur, Chamu in Ukhrul, Impa in Tamenglong and at Kangjang in Senapati District have been provided 24 x 7 medical & health care services to the Scheduled Tribe people living in the remotest parts of the State normally un reached by the line Department.

 

6.         Training in Paramedics:

 

2 (two) years Diploma in Paramedical course is taken up by the Department through Training provider approved by the Government. Currently 114 students are undergoing training at Escent Institute of Paramedical training, Nongmeibung, Imphal. Currently four courses namely i) Diploma in Medical Laboratory Technology (DMLT), ii) Diploma in Opthalmic Technology (DMOT), iii) Diploma in Radiology Imaging ((DRIT) and iv) Diploma in Physiotherapy have been taken up. The Diploma certificate is issued by the Paramedical Council of India. Matric and above pass S.T. students can apply for the training.

 

7.         Pre- Matric and Post Matric Scholarship:

 

            Pre-Matric and Post Matric Scholarship at the prescribed rates of the Ministry of Tribal Affairs are awarded to the eligible Scheduled Tribe students reading in Class IX & X in respect of Pre-Matric Scholarship and Class-XI onwards both General and Technical studies in respect of Post Matric Scholarship.

 

8.         Mobile medical care units for Maram PVTG people:

 

            3 (three) nos. of Mobile Medical Care units one each in i) Maram Circle, ii) Willong Circle and iii) Senapati Circle of Senapati District have been set up for providing medical & health care to the Scheduled Tribe people belonging to Maram Particularly Vulnerable Tribal Group of Manipur.

 

 

 

 

 

 

9.         Development Maram Dialect:

 

            Financial assistance is provided to the Maram Literature Society for writing and publishing Text Books in Maram dialect.

 

10.      Organizing of Sports Events:

 

            Financial assistance is provided to the Scheduled Tribe Youth Clubs/ Organizations/ Association for conducting Sports events in their respective areas.

 

11.      Short Term Training course/ Jettwings for Skill development of tribal youths.

 

            Short Term Training course is taken up in association with the Manipur Skill Development Society/ through Jettwings in Civil Aviation, Tourism & Hospitality Management for Skill development of tribal youths of Manipur.

 

12.      Financial assistance for KUT, LUI-NGAI-NI and GAAN-NGAI:

 

            Financial assistance @ Rs. 10.00 lakhs is provided for celebrating State level KUT, LUI-NGAI-NI and GAAN-NGAI festivals.

 

13.      Assistance to Women Societies/ Organizations/ SHGs:

 

            Financial assistance is provided to Women Societies/ Organizations/ SHGs belonging to Scheduled Tribes for taking up of Community level activities.

            Each selected Women Society/ Organization/ SHG will be provided with a cash grant of Rs. 75,000/-.

 

14.      Procurement & Distribution of Sports materials:

 

            Sports materials like Football, Volleyball & Volleyball Nets are provided to the tribal youth clubs /Organizations/ Associations for encouragement of tribal youths in sports activities.

 

15.      Procurement & distribution of Relief materials.

 

Relief materials like Saucepan/ Utensils, Tarpaulins and Ordinary Blankets are procured for distribution to the needy tribal persons.

 

 

 

III:      Infrastructure Development Scheme/ programmes:

 

            Infrastructure development works are taken up on the basis of immediate need of the activity in the tribal areas of the State and according to the availability of funds for the particular infrastructure work.

 

 

C:        Mode of Selection of Beneficiaries:

 

·        Application in prescribed format is invited from the intending Scheduled Tribe beneficiaries through Departmental web site www.tahmanipur.gov.in and Electronic & Print media under the family oriented income generation schemes/ programmes.

·        The applications received in the Tribal Affairs & Hills Directorate, Imphal are then placed before the duly constituted Beneficiary Selection

·        Committees for scrutiny and recommendation to the Government for selection as beneficiaries under the respective scheme/ programme.

·        After obtaining the approval of the Government, the list of selected Scheduled Tribe beneficiaries are notified by the Directorate.

 

 

F:        Mode of Disbursement/ Distribution:

 

·        Payments are made to the concerned beneficiaries under different schemes/ programmes through their respective bank accounts.

·        In case of material assistance, the selected Scheduled Tribe beneficiaries are provided with the required materials under the Scheme concerned.
